Japan Train Delay Guide: Certificates, Rerouting and Refunds

A delayed train in Japan does not always mean the same thing: service may be moving slowly, suspended on one section, or accepting passengers on another operator as alternative transport. A delay certificate can document a route’s maximum delay, but it is not proof that you personally boarded. This guide helps you make the next decision in the right order.

First five minutes: do this

  1. Move out of the gate and platform flow before checking your phone.
  2. Read the railway operator’s official status page and refresh it.
  3. Confirm the exact line, direction and affected section.
  4. Save screenshots of your ticket, reservation and official notice.
  5. If you have a reserved train, ask staff before buying a replacement.

Understand the status words

  • Delay: trains are running but behind schedule.
  • Service suspended: trains are not running on the stated section.
  • Operation resumed: service restarted, but congestion and further delays may remain.
  • Alternative transport: another railway or bus may accept eligible passengers under a formal arrangement.

What is a delay certificate?

A chien shōmeisho records the maximum delay on a covered route and time band. JR East explicitly says it does not certify an individual train’s delay or prove that a passenger rode it. Employers and schools decide whether they accept it.

How to obtain one

Check the operator’s official website or app; some stations also provide paper slips. Select the correct date, line and time band. For through-services, the operator may instruct you to choose the underlying line section. Save the page or PDF promptly because publication periods vary.

Alternative transport is not automatic

Do not simply enter another operator’s gate and expect a refund. A formal arrangement may apply only to certain tickets, routes and stations. Show your existing ticket or IC-card trip to staff and follow their instructions. Extra taxi, hotel or airline costs are not automatically reimbursed.

Reserved trains and ticket changes

Shinkansen and limited-express rules differ from commuter lines. Keep the original ticket and reservation, and speak to the operating railway. JR Central’s official accident guidance explains that canceled services and unused journey sections can be handled under its transport terms; the exact remedy depends on the ticket and disruption.

Missed flight, tour or restaurant

Contact the next provider immediately and send the official disruption link. A railway delay certificate does not guarantee compensation from an airline, hotel or restaurant. Travel insurance may require the ticket, official notice, receipts and proof of the missed booking.

IC card precautions

If your IC journey remains open after rerouting, do not repeatedly tap gates. Show the card to staff for adjustment. Keep cash available for operators or buses that do not accept the same card.

Accessibility and safety

Crowded platforms and sudden platform changes can be difficult for travelers with mobility, vision or hearing needs. Ask staff for an accessible route rather than rushing to stairs. Never run, block tactile paving or lean over the platform edge to check a train.

FAQ

Is a five-minute delay always shown?

No. Reporting thresholds differ by operator and service. JR East’s English status page focuses on larger disruptions, while its certificate page can cover shorter delays on eligible commuter lines.

Should I take a taxi immediately?

Only after checking alternatives and understanding who pays. A taxi is rarely guaranteed to be reimbursed.

Can station staff write a custom letter?

Do not assume so. Use the operator’s standard certificate and keep supporting records.
